[Haifux] Announcement: Hebrew Bugzappers list

A new mailing list with the goal of eradicating specifically
Hebrew-related bugs has been formed:

So far Mozilla, KDE, Python, websites, and other projects that have
RTL or other problems that affect Hebrew or Arabic users in particular
have been addressed. Please sign up and post your bugs, or help us
solve some outstanding bugs! Note that the project does not have it's
own bugtracker, rather, all work in done in the official bugtrackers
of the respective projects.

If you are subscribed to an Israel mailing list that was not CC'ed,
